Sherbimet Konsulente te Nevojshme:

(1) “Konsulenti Bankar”: Caktimi i nje konsulenti per te siguruar mbeshtetjen e

pjesmarrjes se bankes ne program per zhvillimin e procedurave per operimin e kredive

afatgjata per vleresimin e projekteve te infrastruktures, per te mbeshtetur kapacitetin dhe per te

vleresuar zbatimin e huase dhe monitorimin e riskut. Asistenca ne vleresimin e kritereve

teknike dhe ekonomike si dhe te riskut lidhur me projektet e hidrocentraleve te vegjel (SHPP)

te paraqitura per financim;

(2) “Konsulenti SHPP”: Caktimi i nje konsulenti per mbeshtetjen e sipermarresit te

projektit te SHPP ne planifikimin dhe implementimin e projekteve (rehabilitimi, zgjerimi ose

ndertimet e reja): asistenca ne pergatitjen e fizibilitetit te studimeve dhe planeve te biznesit,

perpunimi i dokumenteve bankare dhe aplikimeve te huave, mbeshtetja ne procedurat tenderuese,

ne supervizionin e ndertimit dhe miratimin perfundimtar;

(3) “Konsulenti i Faciliteteve te Energjive te Rinovueshme”: Caktimi i nje audituesi

per te keshilluar Ministrine e Ekonomise, Tregtise dhe Energjetikes (METE) ne lidhje me

supervizionin dhe menaxhimin e Faciliteteve te Energjive te Rinovueshme;

(4) “Konsulenti i Eficiences se Energjise”: Caktimi i nje konsulenti per te keshilluar

institucionet dhe kompanite ku do te aplikohen masat e eficiences se energjise ne perputhje me

pergatitjen dhe implementimin e masave respektive (duke perfshire procedurat e tenderimit,

supervizionit dhe miratimit perfundimtar);

(5) “Keshilluesi i Tarifave”: Caktimi i nje konsulenti per te zhvilluar metodologjine per

tarifat hyrese “feed-in” per tu aplikuar per facilitetet gjeneruese te shperndara/decentralizuara

(centrale elektrik te vegjel, si hidro ashtu edhe termo).

Services (Post-Qualification procedure)

Required Consulting – Services

(1) “Bank Consultant”: A consultant assigned to provide support to banks participating

in the programs in developing procedures for longer term lending operations for infrastructure

projects, to build the capacity to assess loan applications and monitor risks. Assistance in

evaluating the economic and technical characteristics as well as the risk associated with the

small hydro power plants (SHPP) projects submitted for financing;

(2) “SHPP Consultant”: A consultant assigned to support project developers of SHPP in

the planning and implementation of projects (rehabilitation, expansion or new construction):

assistance in the preparation of feasibility studies and business plans, elaboration of bankable

documents and loan applications, support in tender procedures, in the supervision of construction

and final acceptance;

(3) “REF Consultant”: An auditor assigned to consult the of Economy, Trade and

Energy (METE) in respect of the supervision and management of the Renewable Energies

Facility REF;

(4) “EE Consultant”: A consultant assigned to consult the institutions and companies,

where energy efficiency measures conducted, in respect of the preparation and implementation

of the respective measures (including tender procedures, supervision and final acceptance);

(5) “Tariff Consultant”: A consultant assigned to develop a methodology for feed-in

tariffs to be applied to distributed/decentralized generation facilities (small power plants, both

hydro and thermal).
