AlbChrome SHPK is looking for a Head of Finance Department (HFD) who will work full-time at the Headquarters of the Company based in Tirana, Albania.

Summary
Under the direct supervision of the Chief Financial Officer and the overall supervision of the Chief Executive Officer, the Head of Finance Department (HFD) is responsible for management of all financial and fiscal aspects of the operations of the company. The HFD provides leadership and coordination in administrative and business planning, accounting and budgeting efforts of the company.

Duties and Responsibilities

Managerial Duties
1. Manages, controls and supervises the accounting team, including management of reporting to the CEO and Balfin’s CFO and group reporting, ensuring good performance of the overall accounting function and reliable accounting data;
2. Set-ups and manages project accounting for different projects and different activity locations;
3. Maintains and manages the internal control processes of the company to safeguard it’s assets and financial reporting;
4. Supervises investment projects accounting and controlling, makes sure that each project has a budget, actual costs are booked correctly and overall project results and profitability are tracked and reported accurately and timely. Consequently manages and controls the profitability of the projects;
5. Coordinates the preparation of financial statements, financial reports, special analyses and informational reports;
6. Oversees the approval and processing of revenue, expenditure, position control documents, department budgets, mass salary updates, ledger, account maintenance and data entry.

Strategic Duties
1. Creates, coordinates and evaluate the financial programmes and supporting information systems of the company to include budgeting, tax planning, investments and conservation of assets;
2. Helps to develop and drive overall business performance and improve profitability;
3. Approves and coordinates changes and suggests improvements in automated financial and management information systems of the company;
4. Develops and directs the implementation of strategic business and/or operational plans, projects, programs, and systems;
5. Help the CEO to implement and drive a performance oriented culture (financial and operational). Be a strong business partner to the company’s management team, advising them and contributing to the overall leadership of the company;
6. Interacts with other managers to provide consultative support to planning initiatives through financial and management information analyses, reports and recommendations;
7. Serves as a certifying manager for all company accounts and obligating documents.

Operational Duties
1. Ensures compliance with IFRS, Tax and Group reporting requirements;
2. Develops and implements finance, accounting, billing and auditing procedures;
3. Establishes and maintains appropriate internal control safeguards;
4. Contributes in the preparation of payroll and payments of benefits to all Albchrome staff;

5. Ensures records systems are maintained in accordance with generally accepted auditing standards;
6. Analyzes cash flow, cost controls and expenses to guide business leaders. Analyzes financial statements to point potential weak areas.
7. Establishes and implements short- and long-range departmental goals, objectives, policies and operating procedures;
8. Serves on planning and policy-making committees;
9. Oversees financial management of foreign operations to include developing financial and budget policies and procedures;

Qualifications and Skills
 Economic University Degree – preferred in finance / accounting, a Master’s degree (e.g. MBA) would be highly desirable;
 Language skills: Proficient in Albanian and very good command of the English language (written and spoken). Knowledge of any other language would be an asset;
 Minimum 5 years of business and/or accounting experience;
 Strong business acumen of finance / accounting. Minimum 2 years of people management / functional leadership responsibility;
 Sound experience in project management and project accounting;
 Strong technical skills in financial controlling, (project) accounting, management reporting and performance management;
 Strong analytical skills, stress resistant;
 Self motivator, capable of leading and motivating people.
 Good communicator, both oral and written;
