A vacancy has arisen in the Democratization Department, OSCE Presence in Albania for a National Election Legal Officer (NP1).

Duties and Responsibilities

Under the direction and supervision of the Head of the Democratization Department the incumbent provides legal analysis in the electoral process and makes recommendations to the Department on the drafting process for revisions of the Electoral Code. More specifically the incumbent will perform the following duties:


Participates, when required, in the drafting of revisions for the election legislation;
Contributes to project identification, development and planning, as well implementation and evaluation;
Observes election-related trials and election commission proceedings, and reporting to the National Electoral Reform Officer, or to any other Presence staff as needed, on developments in electoral jurisprudence;
Provides support for the National Electoral Reform Officer and replacing him/her in that person’s absence;
Provides rapid analysis on legal issues arising during the election process;
Provides training on legal issues related to elections;
Performs other duties as assigned.

Qualifications and Skills:

University degree in law or political science;
At least two years experience in public administration, international/or civil society organizations or political affairs;
Experience in election-related work specifically with electoral legislation would be an asset;
Knowledge of ODHIR election observation methodology;
Familiarity with Albanian legislative process;
Project management experience;
Professional fluency in written and spoken English and Albanian, including excellent drafting skills in English with strong analytical and communication skills;
Ability to work independently and as a part of a team;
Ability to work well under time pressure;
Ability to represent the Organization well at meetings and other outside events;
Ability to operate Windows applications, including word processing and e-mail;
Ability to work with people of different nationalities, religions and cultural backgrounds.

Remuneration:
According to the fixed OSCE salary scale, the monthly remuneration is approximately 1,240.75 Euro, subject to National Social Security deductions.
