POST: EXPERT ON E-GOVERNMENT INFRASTRUCTURE
Location: NAIS office, Tirana, Albania
Duration: 10 working days, fully in Albania
Period: Foreseeably from 01 February to 30 of April 2011

Background
Albania is committed to joining the EU and is in the process of undertaking the necessary reforms required to be compliant with European standards. At the end of 2009 a technical assistance project aiming to define the fundamental principles of building an e-Government architecture was launched with the resulting document “Feasibility Study on Interoperability Framework for Government of Albania”. This feasibility study summarized the situation of e-services, the IT background at various government institutions and legal regulations. It provided recommendations regarding a high-level system architecture for a possible interoperability layer, recommendations on the usable standards, and some considerations for implementation and operations phases.

Based on these developments the Government of Albania initiated, within the Annual Action Programme 2009 of the Instrument for Pre-accession Assistance, a technical assistance project, Building an e-Government infrastructure in line with EU personal data protection standards, with the general aim of creating an interoperability framework for activities that will be developed in the future. As result of tendering process a contract was signed with a Hungarian management consultancy company, the AAM Consulting Ltd. The specific objective of this contract is to support the National Agency for Information Society (NAIS) through the provision of technical assistance inter alia in the preparation phase for the extension of the e-government/interoperability services in the following fields:

• Development of information systems data exchange layer of e-GIF (based on the feasibility study prepared by the Estonian e-Governance Academy on Interoperability Framework for Government of Albania )
• Development of the administration system for the state information system which will manage the metadata and description of e-services of the various systems and databases of the state information system

Requested services

The expert is expected to support NAIS in the creation of the basic subsets of data vocabulary and services directory for e-government services and in the compilation of necessary methodology, standards and recommendations for their maintenance with special regard on Albanian issues in the government and by the users.

The expert has to take part are the following main activities:

• Analysis of the existing databases,

o for which public authorities,
o for which processes they serve and
o which data they serve.

• Based on this analysis and on the semantic interoperability framework (SEMIC) of the EU, the creation of the base elements of the common data-vocabulary for Albanian e-GIF, and the methodology for the extension of the data vocabulary.
• Analysis of the existing data services. Based on this analysis, the planned services and the European best practices, planning of the logical structure for the information-interchange layer. Specification of the usable standards in the interoperability framework and the methodology of changing them.
• Analysis of the potential needs of users regarding peak workload.
• Definition of education and training requirements for the information interchange layer management system to be implemented.
• Preparation of ToRs (system requirements & technical specifications) for the implementation of the information interchange layer of State Information System, and accompanying services.
Required outputs
• Base informative and normative technical documentation for the construction and usage of the information interchange layer

o The detailed description of an initial data vocabulary and services directory;
o A set of technical normative documentation (standards, recommendations, etc.) for the capability of interoperability and proper functioning of the system;
o A proposal for the mechanism of amendment of both above documents.

• System design document for the information interchange layer of State Information System and accompanying services
The expert has to take active part in the making of the design document encompassing the design aspects of all the information interchange layer components and accompanying services such as:

o database/ temporary information store for the relayed information
o application logic
o interface specifications
o a listing and description of key workflows to be implemented
o monitoring, logging and reporting capabilities
o user interface for different user groups (operators, legal entities, and natural persons)
o verification subsystem
o interfacing requirements with user authentication and authorization systems
o guidelines for the integration of different e-government services to the information interchange layer
o description of the knowledge-transfer mechanism for the users of the State Information System

• ToRs (system requirements & technical specifications) for the implementation of the information interchange layer of State Information System and accompanying services

The expert should take part in elaboration these documents in close cooperation with other members of the expert-team.

Profile required of the expert

The expert must demonstrate through its CV the following qualifications, knowledge and professional capacity:

Professional qualifications
University degree in one of the e-government related topics; degree in informatics or electronics are preferred.

Language skills
Fluency in English and Albanian languages.

Work experience
• At least 2 years’ experience in e-Government development or exploitation.
• Management and/or consulting experience in preparation and/or revision of regulatory and/or technical documentations for e-Government.
• Experience in analyse of e-Government systems.
