POST: L-STE-D3 - Expert on development of C2G, B2G and G2G e-services platform - Admission to Higher Education Institution
Location: NAIS office, Tirana, Albania
Duration: 15 working days, full time (fully in Albania)
Period: Foreseeably from 01 February to 30 April 2011

Background
Albania is committed to joining the EU and is in the process of undertaking the necessary reforms required to be compliant with European standards. At the end of 2009 a technical assistance project aiming to define the fundamental principles of building an e-Government architecture was launched with the resulting document “Feasibility Study on Interoperability Framework for Government of Albania”. This feasibility study summarized the situation of e-services, the IT background at various government institutions and legal regulations. It provided recommendations regarding a high-level system architecture for a possible interoperability layer, recommendations on the usable standards, and some considerations for implementation and operations phases.

Based on these developments the Government of Albania initiated, within the Annual Action Programme 2009 of the Instrument for Pre-accession Assistance, a technical assistance project, Building an e-Government infrastructure in line with EU personal data protection standards, with the general aim of creating an interoperability framework for activities that will be developed in the future. As result of tendering process a contract was signed with a Hungarian management consultancy company, the AAM Consulting Ltd. The specific objective of this contract is to support the National Agency for Information Society (NAIS) through the provision of technical assistance inter alia in the preparation phase for the extension of the e-government/interoperability services in the following fields:

• Preparation of the service/software engineering approaches for development of processes, product lifecycle and tools for dynamically composed systems that provide e-services and the design of three specific e-services in the fields of Citizen to Government (C2G), Business to Government (B2G) and Government to Government (G2G)
• Preparation of Process descriptions, system design and technical specifications (ToRs) for the hardware and the software solutions necessary to implement three e-services. As a minimum, the ToRs for the following three e-services (tentatively identified at this stage) have to be delivered:

o Drive Licenses e-service
o Address change e-service
o Public High School Application and registration e-service

Requested services

The expert is expected to support NAIS in the analysis and evaluation of existing process of Admission to Higher Education Institution.

The expert has to take part in the following main activities:

• Analysis of the existing technical, human, management and financial background
• Input and output data related to institutions and users
• Description of work processes and institutional linkages, the needed and served data
• Analyse the potential needs of users regarding the peak workload.
• In order to support the e-service making process, a business case analysis has to be made. This assessment and other aspects such as maturity, number of users, and frequency of use shall serve as the criteria to prioritize the e-service development.

Required outputs

• Detailed process descriptions for the current and planned situation, with the propositions of the necessary changes in the regulatory background.
• Analysis, complete process description and evaluation existing processes by the Admission to Higher Education Institution in Albania
• Cooperation with I-STE-D3 and IT expert on e-Gov interoperability experts to prepare ToRs for the implementation of e- Admission to Higher Education Institution.

The expert should take part in elaboration these documents in close cooperation with other members of the expert-team.

Profile required of the expert

The expert must demonstrate through its CV the following qualifications, knowledge and professional capacity:

Professional qualifications
University degree in one of the e-government related topics.
Preferred university degrees: IT or Electronic Engineering or Economics with strong IT skills

Skills
Fluency in English and Albanian languages.
PC applications skills: MS - Word, Excel, PowerPoint, Project

Advantage other skills
Understanding of the process modelling techniques used for gathering business requirements, skills needed to build and interpret the process definition diagrams;
Knowledge of process decomposition, activity diagrams using UML notations, process dependency matrices and action diagrams.
Practical exercises for creating and interpreting the process modelling diagrams.

Work experience
At least two years work experience with public administration in Albania in this field.
At least two years experience in e-Government planning or development or exploitation.

Note that civil servants and other staff of the public administration of the beneficiary country cannot be recruited as experts, unless prior written approval has been obtained from the European Commission.
