A vacancy has arisen in the Headquarters of the OSCE Presence in Albania for a National Project Co-ordinator (NP2) in the Democratization Department, Enhancing Women’s Role in Governance Project* (*subject to extension approval beyond 31 December 2011).

Background
Under the “Enhancing Women's Role in Governance" Project the National Project Co-ordinator will work on the implementation of the Project activities.
Duties and Responsibilities

The incumbent will be under the direct supervision of the Senior Democratization Officer (Project Manager) and the overall guidance of the Head of the Democratization Department, and will perform the following duties:
1. Prepares and drafts the detailed planning, budgets for the timely and phased implementation of tasks of the Project, in line with OSCE budget rules; monitors the implementation of project activities in order to secure the quality of the Project output and the compliance of all activities with the aims of the Gender Equality Law and the National Strategy on Gender Equality and against Domestic Violence;
2. Maintains the contacts necessary for the internal administration of the project with the members of other Units within the OSCE Presence in Albania, and resolves possible administrative problems; liaises with implementing partners on administrative issues; secures the complete financial documentation of their activities, supervises and guides the work of the Project Administrative Assistant;
3. Co-ordinates Project activities; gathers and analyzes progress reports delivered to the Democratization Department by implementing partners; drafts evaluations of the performance delivered, verifies the impact of the project, studies relevant information about gender relations in Albania in general and the status of Albanian women in particular, as well as those developments in the Albanian civil society;
4. Supports the Project Manager and represents the Project at official external meetings independently and in consultation with the Project Manager; in close co-operation with relevant internal counterparts maintains working contacts on a technical level with state institutions, and other international partners;
5. Regularly reports to the Project Manager on the project progress; proactively informs him/her on potential risks and obstacles in the project implementation; advises the Project Manager on all decisions to be taken in the advancement of the projects, including necessary modifications and adjustments of the Project;
6. Prepares reports on the Project progress as required, prepares all the necessary documentation for internal and external audits.
7. Perform any other duties as required.

Qualifications and Skills
Education:First level University Degree in political science, social sciences, international relations or related field.
Experience:
§ At least 4 years experience from one or more of the following; public administration, international and/or civil society organizations, political parties and political affairs;
§ Familiarity with Albanian civil society and Albanian gender relations;
§ Project management experience;
§ Excellent oral and written English and Albanian, including demonstrated reporting skills;
§ Demonstrated ability and willingness to work as a member of a team and with people of different nationalities, religions and cultural backgrounds;
§ Demonstrable organizational, communication, analytical and interpersonal skills;

Languages: Excellent oral and written communication skills in English and in local languages.

Remuneration Package
According to the fixed OSCE salary scale, the monthly remuneration is approximately 1,488.58 EUR, subject to national social security deductions.
