A vacancy has arisen in the Headquarters of the OSCE Presence in Albania for a Programme Assistant (G5), at the Security and Co-operation Department in the OSCE Presence in Albania.

Duties and Responsibilities

The incumbent will be under the direct supervision of the Senior Police Assistance Officer and will perform the following duties:
o Participates in preparation, implementation, monitoring and evaluation of police related projects which are designed to meet the needs of the Albanian State Police and the Albanian Border and Migration Police; prepares various reports as required;
o Organizes internal and external high-level police, workshops, seminars, including contacts with participants, arranges logistics, minute-taking, provides translation/interpretation as required;
o Liaises with national specialists, experts and Albanian authorities to ensure the on-going co-ordination of police related activities;
o Provides necessary background information on the Department’s programmes and projects as required by other Departments / Units / Project Offices;
o Assists in formulating, developing and implementing strategies which help promote policing concepts in accordance with international standards;
o Prepares presentations, briefing packs and other materials for seminars and briefings on the Department’s activities and objectives;
o Provides translation and interpretation on technical and legal issues;
o Participates in meetings, draft reports and informs supervisors on issues discussed as appropriate;
o Observe elections when called upon to do so by the OSCE;
o Maintain contacts with the Presence Project Offices.

Qualifications and Skills


Education:
Secondary education supplemented by specialized studies management or project management.


Experience:
o Minimum 4 years of previous work experience in a central or local governmental institution or international organization and/or law enforcement; Preferably one year of work experience in security / police matters in police operations;
o Organization and co-ordination skills, as well as office management and maintenance of filing systems;
o Experience in organizing meetings and events;
o Experience in conducting official communication and translation;
o Project management experience would be an asset;
o Ability to operate MS Office applications, including word processing, spreadsheets and e-mail.


Languages:
Professional fluency in English and Albanian, both oral and written.

Other:
Ability to work with people of different nationalities, religions and cultural backgrounds whilst maintaining impartiality and objectivity;
Must be an Albanian resident.

Remuneration
According to the fixed OSCE salary scale, the monthly remuneration is approximately 769 EURO, subject to national social security deductions of approximately 65 Euro.
