A vacancy has arisen in the Security Co-operation Department of the OSCE Presence in Albania for aNational Border Management Officer (NP2).

Duties and Responsibilities

The incumbent will be under the direct supervision of the Head of the Security Co-operation Department and will perform the following duties:

Develops and implements the Presence’s Integrated Border Management Policy;
Prepares reports and analysis on all matters related to border management and the Department’s activities through the Head of Department to the Head of Presence;
Advises the Head of the Security Co-operation Department on border management issues assisting the implementation of the Border Management Strategy of the Albanian Border and Migration Police;
Assists the Project Offices related to local border management issues and provides recommendations and support for their specific tasks on border management;
Maintains close contacts with senior Border and Migration Police, Customs and other officials of agencies related to border management;
Provides input for national and international Border Police workshops, seminars and conferences as required;
Assists in organising national and international meetings between Police Authorities at corresponding levels of command and where necessary equivalent military authorities;
Assists with the Department’s general issues, like police capacity development and demilitarization projects, which includes project development and implementation;
Performs other duties as required.

Qualifications and Skills
· University education related to security management, border management, political science or other relevant education;
· Preferably police academy education;
· Experience in project management;
· Minimum 4 years professional experience directly related to Border Management issues;
· Familiarity with the Albanian Legal framework on Policing and Integrated Border Management;
· Excellent oral and written communication skills in English and Albanian;
· Proven experience in drafting analytical reports;
· Ability to operate all Microsoft Office applications, including word processing and e-mail;
· Ability to handle confidential information;
· Demonstrable record of impartiality in public life;
· Ability to organize and to prioritize tasks;
· Record of showing tact and courtesy in dealing with public officials and work colleagues;
· Ability to work with people of different nationalities, religions and cultural backgrounds, whilst maintaining impartiality and objectivity;
· Must be an Albanian resident.

Remuneration:
According to the fixed OSCE salary scale, the monthly remuneration is approximately 1,488 EURO, subject to National Social Security deductions.
