A vacancy has arisen in the Project Office Co-ordination Unit of the OSCE Presence in Albania for a National Field Programme Officer (NP1), in the Project Office in Kukes.

Duties and Responsibilities

The incumbent will be under the direct supervision of the Project Office Co-ordinator and will perform the following duties:


Monitors and provides information to Headquarters in all areas covered by the mandate of the OSCE Presence in Albania, i.e. in the field of democratization, good governance, rule of law and security in prefectures under the responsibility of the Project Office Kukes; communicates developments in the area and monitors the implementation of projects;
Liaises and co-ordinates communication between the Presence’s Headquarters and Local Interlocutors,; establishes and/or maintains contacts with regional and local interlocutors;
Reports on developments in the region and, in co-ordination with Headquarters’ Departments, supports the promotion of confidence building measures as appropriate;
Provides safety and security guidance for the region for the OSCE Presence in Albania and possible other visitors;
Identifies possible projects or areas where projects are necessary;
Supports and co-ordinates communication between the Project Office Kukes, the Project Office Co-ordination Unit and Head quarters, including co-ordination of thematic visits;
Prepares reports, briefings, background information for Headquarters, Field Teams, and for visiting OSCE Missions;
Performs other duties as required.
Qualifications and Skills

· University education related to international relations, political science or social science;
· Minimum 5 years professional public sector experience or any other related area in international organizations;
· Familiarity with the Albanian political and legislative processes;
· Excellent oral and written communication skills in English and Albanian;
· Proven experience in drafting analytical reports;
· Ability to operate all Microsoft Office applications, including word processing and e-mail;
· Ability to handle confidential information;
· Demonstrable record of impartiality in public life;
· Ability to organize and to prioritize tasks;
· Record of showing tact and courtesy in dealing with public officials and work colleagues;
· Ability to work with people of different nationalities, religions and cultural backgrounds, whilst maintaining impartiality and objectivity;
· Must be an Albanian resident.

Remuneration:

According to the fixed OSCE salary scale, the monthly remuneration is approximately 1,240 EURO, subject to National Social Security deductions.
