JOB TITLE
HSE Manager
GENERAL DESCRIPTION FOR THE POSITION
HSE Manager is responsible for developing and implementing organizational safety programs. He reviews and updates institutional HSE policies and conducts risk assessments to detect potential hazards and plans precautionary measures.
Main Responsabilities
◦ HSE Policies/ Procedures
- Promote good health, safety and environmental practices throughout all TAP activities.
- Review and develop health and safety policies, procedures and guidance, in keeping with best practice and make recommendations on their implementation and application.
- Consult with senior managers and other line managers and give appropriate advice on formulating best-practice policies and procedures.
- Provide, or where necessary source, training for staff in relation to Health and Safety policies, practice and procedures.
- Inspect workplaces, and minimize or eliminate hazards from processes, such as incorrect working methods, and materials, such as potentially toxic chemicals
◦ Monitoring Performance
- Propose, implement and monitor measures necessary to comply with H,S&E Legislation
◦ Health and Safety
- Maintain accident statistics, analyze trends and propose and take remedial action where necessary
- Investigate or arrange for all accidents and near-misses be investigated, prepare report of findings, including recommendations to prevent recurrence and implement approved course of action.
- Maintain a register of First Aiders and ensure the adequate provision of first-aid and welfare facilities. Ensure all First Aiders are appropriately trained, and (subject to qualification) provide training to members of staff to enable them to become First Aiders.
- Liaise as necessary with other organizations and relevant authorities, and provide assistance and cooperation concerning audits and remedial actions.
- Meet and co-operate with visiting health, safety and environmental officers as required.
- Investigate workplace incidents.
- Prepares reports including day to day work inspection results and worker’s response to safety incidents.
Experience and Qualifications
A 5 year (Masters) university degree in Engineering Science;
A minimum of 15 years of experience in HSE in international projects;
Experience of infrastructure or utilities construction projects; especially linear developments (e.g. roads, railways, pipelines, power transmission lines);
Skills and abilities in adjustments of HSE System in line with OHSAS 18001/2007;
Strong commend of English.
