Job Title
Environmental and Social Manager
Main Responsibilities
- Line management of a small team of environmental, social and stakeholder engagement professionals;
- Functional management of construction site-based environmental, social, community liaison and cultural heritage professionals;
- Oversee the further development and support the implementation of the Gener2 TAP ARB (access roads and bridges) Project Environmental and Social Management System across the Contractor organization;
- Coordinate implementation of TAP Project Environmental and Social Implementation plans to mitigate potential environmental and social impacts related to roads and bridges construction;
- Advise the ARB Contractor Project Manager and Block Operational Managers regarding legal compliance, Lender requirements and international good practice;
- Work closely with the Contractor senior management for the Project to meet environmental and social requirements of the Contract with the TAP Company;
- Participate in the resolution of site queries regarding environmental, social and cultural heritage management issues;
- Develop training materials and conduct training of Contractor personnel regarding general awareness and more detailed modules on specific environmental and social topics;
- Participate and, where appropriate, lead inspections and audits of Contractor and Subcontractor environmental, social and cultural heritage management and performance;
- Oversee the establishment and ongoing improvement of monitoring and reporting of environmental and social matters at construction sites and other facilities in the Contractor supply chain;
- Quality assure the outsourcing of discrete work packages (e.g. mini ESHIA’s) to specialist environmental, social and cultural heritage service providers;
- Provide specialist technical support and advice in his/her particular field of expertise to the Contractor personnel;
- Work to ensure that the Environmental and Social function within the Contractor organization is effective including through the provision of appropriate human and financial resourcing.
Experience and Qualifications
Experience:
- A minimum of 10 and preferably at least 15 years of post-graduation work experience;
- Preferably private sector but relevant public sector experience;
- Experience of infrastructure or utilities construction projects; especially linear developments (e.g. roads, railways, pipelines, power transmission lines);
- Experience in being line manager of a small team of E&S professionals in the corporate office and functional manager of E&S personnel in construction site/field-based roles;
- High degree of technical skill in at least one of the core functional areas of the team (environmental, social, stakeholder engagement and cultural heritage) and an awareness of the technical skill set in at least one other discipline that the team covers;
- Application of Environmental and/or Social and/or Stakeholder Engagement and/or Cultural Heritage disciplines to the construction of (preferably linear) infrastructure;
- Experience of influencing managers, engineers, support functions and construction personnel to improve environmental and social performance;
- Experience of taking proactive preventive measures and reactive problem-solving of issues and impacts;
- Some knowledge of Albanian regulations relating to environment, social, stakeholder engagement and cultural heritage;
- Some experience of working with lender (e.g. IFC, EBRD) environmental and social performance requirements and standards;
- Some experience of developing and implementing environmental management systems (ISO14001) and in supporting projects in construction phase to meet commitments arising from (preferably) international standard Environmental, Social and Health Impact Assessments (ESHIA);
- Fluency in English (which is the Project language) is essential and Albanian would be advantageous.
Qualifications:
A 5 year (Masters) university degree in either:
• Environmental science, environmental engineering or environmental management
• Social Science
• Cultural Heritage
