Tring Communications is the newest and most innovative communications operator in the Albanian market offering high speed Internet, telephony and TV.
We are experiencing growth and are looking to fill the following positions:

I. POSITION TITLE : Security and Fraud management Manager

REPORTS TO: CTO

PURPOSE/ KEY ACCOUNTABILITIES:
1. Responsible for the management, mitigation and reporting of Fraud activities.
2. Define and implement data security policies and procedures.
3. Design, implementation and operations of data security enforcement points, security controls, intrusion detection mechanisms and data security systems.
4. Data Security breach mitigation.
5. Definition of antivirus security mechanisms and operations or equipment.
6. Monitoring and audit for company-wide compliance with security policy and standards.
7. Design, implementation and maintenance of security infrastructure and applications according to security policies, including bud not limited to:
a. Servers security applications and firewalls
b. Other centralized security such as antivirus.
8. Present security audit reports and relevant suggestions for resolving issues arising from potential telecom fraud activities.
9. Research and Development of procedures and mechanism for effective monitoring and discovery of potential telecom fraud activities.

EDUCATIONAL BACKGROUND:
University degree in Computer Science or relevant area
Post – Graduate Degree Optional
Unix certification (Linux, Solaris OS) advised
Security certification strongly advised

SKILLS:
Technical

II. POSITION TITLE : Database Administrator / Developer (DBA)

REPORTS TO: IT

STRUCTURAL UNIT: IT
• PURPOSE/ KEY ACCOUNTABILITIES: Responsible for installation, operations and maintenance of the company’s IT databases.
• Administers maintains and operates the oracle databases ensuring smooth operation and proactive maintenance.
• Monitor the performance of database systems and services and initiates performance and functionality improvements and proposals.
• Installation of new database software - install new versions of DBMS software, application software, and other software related to DBMS administration.
• Configuration of hardware and software with the system administrator
• Database Security administration - monitor and administer DBMS security. This involves adding and removing users, administering quotas, auditing, and checking for security problems.
• Data analysis - Analyze the data stored in the database and to make recommendations relating to performance and efficiency of that data storage. This might relate to the more effective use of indexes, enabling "Parallel Query" execution, or other DBMS specific features.
• Database design - point out potential problems, and assist the development team with special performance considerations.
• Data modelling and optimization - optimize the system layout to take the most advantage of the I/O subsystem.
• Maintain and update database documentation, including data standards, procedures and definitions for the data dictionary ('metadata');

EDUCATIONAL BACKGROUND: University degree in Computer Science or relevant area
Post – Graduate Degree Optional
Oracle DBA certification and training is strongly recommended
UNIX certification (Linux, Solaris OS) will be considered a plus

SKILLS:
Required
• Independent problem solving; self-direction.
• To be comfortable with all aspects of Oracle database systems administration.
• Solid understanding of a UNIX-based operating system; understands paging and swapping, inter-process communication, devices and what device drivers do, file system concepts ("inode", "superblock").
• Familiarity with fundamental networking/distributed computing environment concepts; can configure NFS and NIS, and experience in oracle database clusters, and real time systems.
• Ability to write SQL code to develop small applications or modifications, or reporting.
• Development experience with software development languages such as Java, HTML
Optional
• Strong inter-personal and communication skills; capable of writing proposals or papers, acting as a vendor liaison, and working closely with upper management.
• Ability to solve problems quickly and completely.
• Ability to identify tasks which require automation and automate them.
• Ability to use performance analysis tools and tune systems for maximum performance.

WORKING EXPERIENCE:
• Mid level DBA skills with a minimum of 3 years experience as DBA
• Knowledge of Oracle 10g features.

III. POSITION TITLE : DATA NETWORKS DESIGNER

STRUCTURAL UNIT: CTO

PURPOSE/ KEY ACCOUNTABILITIES:
Responsible for the design and planning of network topology changes and expansions according to commercial or technical requests and needs.
 Defines and/or manages projects initiated by or related to Networks Operations Division.
 Updates the policies related to networking infrastructure, configuration files, topologies, architectures.
 Assists in implementing supporting policies and procedures according to the signed contracts between Tring Communications and its customers.
 Implements network devices and infrastructure changes according to policies and procedures.
 Enforces network devices and infrastructure release management policies and procedures.
 Enforces network devices and infrastructure configuration management policies and procedures.
 Enforces network devices and infrastructure availability management policies and procedures.
 Maintains networking infrastructure and services according to the responsibilities described in License, international standards, and telecommunications laws in effect.

EDUCATIONAL BACKGROUND:
University degree in Computer science or relevant area
Post-graduate degree optional
Cisco certification (CCNA, CCNP, CCIE) strongly advised

SKILLS:
Technical:
 Aware of LAN, WAN, MAN technologies
 Capable to design coherent and flexible solutions for Data Network Topologies.
 Capable to cope with design demands of a rapidly changing Data Network environment
 Aware of Data Networks architectures
 Good overall knowledge of non TCP/IP technologies
 Knowledge of TCP/IP networks and associated protocols
 Knowledge of TCP/IP routing protocols and particularly BGP, IS-IS, EIGRP, OSPF
 Knowledge of Cisco routers and switches configuration and administration (Cisco IOS)
 Knowledge on networks design, WAN and LAN networks topologies, and architectures
 Aptitude for learning new technical skills quickly.

IV. POSITION TITLE : Unix Systems Administrator

DEPARTMENT/DIVISION: INFORMATION TECHNOLOGY

PURPOSE: Responsible for installation, operations and maintenance of company’s IT server infrastructure

KEY ACCOUNTABILITIES:
• Designs, installs and maintains UNIX operating systems and servers along with their associated services.
• Establishes/recommends policies on system use and services.

EDUCATIONAL BACKGROUND:
University degree in Computer Science or relevant area
Post – Graduate Degree Optional
Some UNIX training certification (Linux or Solaris) strongly advised

SKILLS:
Required
• Strong inter-personal and communication skills; capable of writing purchase justifications, making presentations to an internal audience, and interacting positively with upper management.
• Independent problem solving; self-direction.
• To be comfortable with most aspects of UNIX systems administration; for example, configuration of mail systems, system installation and configuration, printing systems, fundamentals of security, installing third-party software.
• A solid understanding of a UNIX-based operating system; understands paging and swapping, inter-process communication, devices and what device drivers do, file system concepts ("inode", "superblock").
• Familiarity with fundamental networking/distributed computing environment concepts; can configure NFS and NIS, can use nslookup or dig to check information in the DNS, understands basic routing concepts.
• Ability to write scripts in some administrative language (Tk, Perl, a shell).
• Ability to do minimal debugging and modification of C programs.

Optional
• Strong inter-personal and communication skills; capable of writing proposals or papers, acting as a vendor liaison, making presentations to customer or client audiences or professional peers, and working closely with upper management.
• Ability to solve problems quickly and work under pressure.
• Ability to identify tasks which require automation and automate them.
• A solid understanding of a UNIX-based operating system; understands paging and swapping, inter-process communication, devices and what device drivers do, file system concepts ("inode", "superblock"), ability to use performance analysis to tune systems.
• A solid understanding of networking/distributed computing environment concepts; understands principles of routing, client/server programming, the design of consistent network-wide file system layouts.
• Ability to program in an administrative language (Tk, Perl, a shell), to port C programs from one platform to another, and to write small C programs.

V. POSITION TITLE: CHIEF INFORMATION OFFICER

REPORTS TO: CHIEF EXECUTIVE OFFICER

DEPARTMENT/DIVISION: INFORMATION TECHNOLOGY GENERAL DIRECTORATE

PURPOSE:
Responsible for assisting in the accomplishment of the company’s business targets by establishing IT resources’ efficient operation system

1. KEY ACCOUNTABILITIES:
The main functions and responsibilities of the CIO are the following:
• Develop, maintain, and facilitate implementation of an integrated IT architecture and infrastructure;
• Promote effective and efficient design and operation of all major IT processes for the company, including improvements to work processes and internal Company systems;
• Direct the technology program of the Company to align it with the Company’s goals;
• Provide technical vision to complement the business vision;
• Responsible for creating the internal IT culture by defining/initiating activities, policies/procedures that create technology-friendly culture aligned with the company’s business strategy;
• Internal coordination and external partnerships;
• Reduction of internal operational costs;
• Ensuring the high quality of services being provided to the internal and external customers;
• Oversees the evaluation of IT projects for cost-effectiveness, by comparison of internal development costs versus out-sourcing costs and recommending cost-effective implementation;
• Oversees the creation, maintenance and monitoring of the Company IT security standards to insure privacy of data, security of IT processing facilities, activities and infrastructure;
• Participates with Human Resources in the recruitment of IT managers and strategic planning specialists, to include acquisition (by contract or such) of specialized IT expertise required for IT activities and projects;
• Participates in the research, discovery and identification of new or improved IT concepts to management for consideration;
• Oversees the inventory and maintenance of comprehensive records of Company-wide IT assets;
• Organizes and manages Company IT strategy development activities based on Company general strategy and business targets
• Organizes and manages definition of standards for IT equipment, application packages necessary for the company and actively participates in their procurement
• Coordinates activities with other directorates of the Company
• Organizes and assists in development of Company budget and business plan related to IT
• Performs other duties as assigned by CEO
2. Annual/Quarterly primary duties as part of the strategic planning process are as following:
• strategies and decisions taken on the higher management level;
• Strategic planning/innovation of the Directorate operations;
• Definition and implementation of the Directorate mission and vision;
• Capital planning & investment;
• Technology monitoring & assessment;
• Annual budget and business plan definition;

VI. POSITION TITLE : DATA NETWORKS ADMINISTRATOR / PROJECT MANAGER

REPORTS TO: CTO

PURPOSE/ KEY ACCOUNTABILITIES:
1. Responsible for daily operations, maintenance and management of the company’s Data Networks (LAN, MAN, WAN) according to company policies and procedures.
2. Responsible for management of Networks Division related projects.
3. Defines and/or manages projects initiated by Networks Operations Division or related to Networks Operations Division
4. Monitors and maintains the networking equipment according to operational service levels described in customer contracts or internal metrics.
5. Operates and maintains all networking infrastructure in order to guarantee continuous operation.
6. Maintains and updates the documentation related to networking infrastructure, configuration files, topologies, architectures.
7. Assists in implementing supporting policies and procedures according to the signed contracts between Tring Communications and its customers.
8. Implements network devices and infrastructure changes according to policies and procedures.
9. Enforces network devices and infrastructure release management policies and procedures.
10. Enforces network devices and infrastructure configuration management policies and procedures.
11. Enforces network devices and infrastructure availability management policies and procedures.

4. Knowledge and understanding on networks designs, WAN and LAN topologies, and architectures
5. Aptitude for learning new technical skills quickly.
