TERMS OF REFERENCE
I. Background
The socio-cultural cooperation andexchanges between the communities and their peer organizations in Albania andGreece are not at the level they should be. Their cultural values are notmarketed as they deserve, and the cultural products are not promoted as theirbest. There is insufficient interface between the originators of these valuesand their exchanges are not institutionalized.
Cultural cooperation between peopleliving in common roots can be a starting point for the local stakeholders toget engaged in a dynamic process of contacts with their peers, in order toovercome increasingly their continuing distraction of their common roots andcommon feelings deriving from a long isolation of Albania.
The mutual acquaintance lies in theheart of this proposed project. It represents the existence of every mechanismfor social cohesion. Some mistrust and prejudices often exist because of thelack of a genuine acquaintance, which sometimes is due to infrastructuralbarriers. Where the relations are absent or modest, gaps are filled bymechanisms which are based on imagination instead of experience. The public,artists, and academic researchers will be called in to assess and explaincommon elements, which for different reasons have received transformations. The2 programme areas are rich in terms of cultural, craftsmanship, artistic, andarchitectonic goods. By promoting jointly these values, a major positiveperception of the territory will be created, turning the project into apromotional tool for tourism. Project activities will be a result of jointdecisions of project partners. Performances, ethno-musicological research, etc.will receive a great interaction of project partners.
The “Common Roots and CulturalCooperation” Project aims to contribute to creating conditions for cooperationin the two areas, utilizing the language of ethnic music and dances as aprimary element of cohesion. This is a language which is easily decoded bypopulations, because it is rooted in a common cultural heritage. It is easy toset conditions for cooperation and target participatory and comparative mechanismswhen the problems addressed lie in the cultural context of tradition.Populations with different languages can find their way to mutual understandingthrough ethnic music and dance that characterize each of them, having manycommonalities in terms of structure, melody, rhythm, and movements. Byconsidering the two areas as a single ideal stage where both culturalexpressions are exhibited, this can lead to reconsidering their invisiblebarriers created by geo-political borders and prejudiced cultural products, inorder to lay the foundations for a greater psychological openness and newopportunities for closer relations.
II. Scope of the assignment
The Association “Culture-Media-Art” is the Overall Lead Partner of thisproject.
On 20, 21, and 22 September 2013, the project will organize in the Regionof Gjirokaster a joint tour of 6 concerts and popular art work exhibitions, respectivelyin the cities of Gjirokaster, Permet, and Tepelene. Popular and folk artisticgroups will perform in open air. For this reason, the project requires theservices of a well known company which can ensure good and reliable services.
III. DESCRIPTION OFTHE SERVICES
· Rentingof “Stage, sound and light equipment”
· Assembling,dissembling, transportation from one concert location to the other (six timesin three different cities, Gjirokaster, Permet, Tepelene)
· Managementof the whole professional service (sound and light)
· Availabilityof the crew for 5 full days (one day before, 3 days during the concerts will take place and one day after to pack thewhole equipments)
