Background Information on FBSH

FBSH is an Albanian NGO, which has the overall mission of combating all forms of violation of children’s rights. Since its foundation in 2002, FBSH, has been working to reduce the vulnerability of and to empower socially excluded children and families in Tirana. It focuses on assisting the most vulnerable children and their families, particularly through education and reintegration programs.
It has developed links to the family, community, and institutions to best serve the empowerment of children and families and their integration into life.

Project Description

During February 2012 –July 2013, FBSH is implementing the project «Promotion of inter cultural cooperation among Albanian Institutions, NGOS and Citizenship”. This project is financed by the European Union in order to improve the access to rights of the Roma community in accordance with Albanian commitment in the perspective of EU accession. The project is being implemented from FBSH-DN (Children of the World and of Albania-Human Rights in partnership with United for Child Care AND Protection Coalition (BKTF) and Centro Informacione e Educazione allo svillupo (CIES).
The project aims to contribute to social inclusion and integration of Roma people into the society, fostering the promotion of mechanism of inter ethnic cooperation and dialogue among NGO’s, Institutions and citizenship by using innovative methodology to strengthen multi-cultural collaboration.
The project will be implemented in Tirana for 18 months and will be mainly focused on the Roma families, their empowerment, and strengthen cooperation among organizations working with Roma and Egyptian communities by joining them in a network and undertaking common initiatives. The project tends to offer training for cultural and linguistic Roma mediators, for school teachers and social sciences faculty students on human rights, diversity, equality, non-discrimination, participation, social inclusion of Roma community.


Purpose of hiring the experts

In the framework of the project objective to increase the capacity of Albanian civil society organizations and state institutions to participate in decision making and monitoring process at policy level, in order to better promote and guarantee the respect of the rights of Roma community,FBSH has organised a series of workshops three workshops with state and non state actors/stakeholders in order to exchange views, information, experiences and best practices on the management of concrete minority‘s issues and identify gaps and obstacles in providing a coherent and coordinated response to the needs of the target group. FBSH-DN will organize the third workshop to finalize the training session and intend to hire an expert/group of experts to moderate the third workshop with state non state institutions aiming to analyse the finding of the previous workshops and to produce an final document with recommendation for improvement of social cervices provided to the Roma/Egyptian community.


Required experience and skills of the expert/group of experts:

- Very good knowledge on Human Rights issues;
- Very good of legislation related to Human rights with special focus on minorities issues;
- Very good understanding of minority issues.
- Very good analytic,organisational, moderation and presentation skills;
Responsibilities of the Expert/group of experts

The Expert/group of experts is/are in charge of moderating the workshop based on the theme.
Some of the responsibilities are:

- Conduct preliminary desk review/ analyses on the related topic and identify gaps in the management of minority issues in Albania;
- Lead and facilitate discussions during the analyses of the gaps in legislation or others;
- Prepare the workshop reports and share with the Project Coordinator.
- Identify, organize, evaluate and develop the previous findings related to the gaps, obstacle and good models gathered during the two workshops organised in the framework of this activity .
- Prepare a policy brief through with recommendations for improvements of social services provided to the Roma/Egyptian community

Note: The Expert/group of experts will work under the direct supervision of the Project Coordinator.
