Manager for Hospital Information Systems

The USAID-funded Enabling Equitable Health Reforms (EEHR) project, which started in 2010, is an initiative to increase access to essential health services for the poor by supporting the implementation of health care reforms in Albania. EEHR provides technical assistance and resources to assist key stakeholders in the application of reforms at the national level and helps develop and field-test approaches and tools that support implementation of reforms in selected hospitals. The project encourages the involvement of all key stakeholders in policymaking and planning, and supports an evidence-based policymaking process. EEHR is implemented by Abt Associates.

Job Responsibilities

Abt Associates is seeking a Manager for Hospital Information Systems (Manager) to manage and coordinate EEHR project activities, including the provision of technical assistance and operational support, to three pilot hospitals in Tirana, Lezha, and Korca. The Manager will be responsible for the effective implementation of project activities in close collaboration with facility, regional and national level counterparts, and stakeholders in health care. That aim is to improve the operations and performance of the pilot hospitals in the areas of computer-based hospital information systems (HIS) and information management. Activities will include working closely with EEHR international experts to advance the objectives of the relevant areas of the project and strengthen hospital management and operations, liaise with the Ministry of Health and the Health Insurance Institute to ensure that national level regulations and requirements are reflected in hospital improvement initiatives related to HIS, support the work of international experts in HIS , work together with the rest of the EEHR staff and consultants to leverage project resources and augment the impact of EEHR operations. Provide assistance to other areas of the project as needed and directed by the project leadership.

The Manager will be a full-time position based in Tirana, managing and coordinating project activities in pilot hospitals in Tirana, Lezha and Korca. Candidates should be able and willing to travel to regions up to 40% of the time. The Manager will report to the project’s Chief of Party (Director).

Specific responsibilities include:

• Organize and coordinate EEHR work in the areas of hospital information systems.
• Work with international technical experts to advance the project objectives in the area of hospital information systems.
• Under the guidance of the CoP and in coordination with international experts, work on development and deployment of systems and processes that ensure increased proficiency of managers and staff of EEHR pilot sites of relevant aspects of health information systems to ensure deployed health information systems become effective drivers of operational improvements.
• Work with international short-term experts in health information systems as appropriate to ensure inputs are appropriate, integrated, and coordinated.
• Ensure plans between EEHR and various parties for development of hospital information systems are properly followed on and recommendations and agreements are implemented.
• Work with EEHR vendors in the HIS area to ensure contractual commitments are fulfilled and provide oversight where and when necessary.
• Coordinate work with EEHR hospital site managers and other staff to maximize the impact of project efforts.
• Inform project Director and other EEHR managers on progress, issues, concerns, achievements and lessons learned to ensure coordination of project activities across sites.
• Produce and/or contribute to progress reports, analytic papers, and/or policy/issue briefs for specific assignments related to hospital reform.
• Contribute to other areas of the project when asked by the Chief of Party.

Skills Prerequisites:

• Master degree in health informatics, information systems with a minimum of 6 years of experience OR an equivalent combination of education and experience.
• Demonstrated experience in health informatics and hospital information systems strongly desired.
• Advanced proficiency in relevant software, including but not limited to Microsoft Excel and Access.
• Experience in program management, project implementation, coordination, and monitoring desirable.
• Experience working, preferably, with public sector government officials, including building productive working relationships.
• Professionally motivated high performer with strong capabilities in:
• Supporting consensus building among various working parties;
• Multitasking and coordinating the activities of multiple parties;
• Creating working schedules and meeting agreed deadlines; and
• Providing technical and operational support to international and local short-term experts.
• Strong professional references.
• Knowledge of finance and particularly health care finance is a plus.
• Albanian national fluent in English.
