Site Coordinator for Korca

The USAID-funded Enabling Equitable Health Reforms (EEHR) project, which started in 2010, is an initiative to increase access to essential health services for the poor by supporting the implementation of health care reforms in Albania. The EEHR implements activities under three strategic directions:

• Improve capacities for hospital administration and management at selected pilot hospitals.
• Improve health reform policy and planning by strengthening the capacity of the monitoring and evaluation institutional function at the national and regional levels.
• Enhance the participation of Non–state actors (community, professional groups, and NGOs) in a health system reform process.

EEHR provides technical assistance and resources to assist key stakeholders in the application of reforms at the national level and helps develop and field-test approaches and tools that support implementation of reforms in selected hospitals. The project encourages the involvement of all key stakeholders in policymaking and planning, and supports an evidence-based policymaking process. EEHR is implemented by Abt Associates.

Job Responsibilities

Abt Associates is seeking a Site Coordinator to coordinate EEHR project activities across the above three strategic areas in Korca. The Site Coordinator will be responsible for the coordination and organization of meetings and events, dissemination of project information, and following up on planned project activities in Korca. The Site Coordinator will work closely with EEHR staff to ensure that activities are implemented in orderly and planned fashion.

The Site Coordinator will be a half-time consulting position based in Korca. The Site Coordinator will report to the respective EEHR managers responsible for the implementation of the project strategies in Korca.

Specific responsibilities include:

• Assist with planning EEHR staff and international consultants meetings in Korca;
• Assist with the organization of EEHR supported events;
• Assist with oral translations from Albanian to English and English to Albanian for international EEHR staff and consultants visiting Korca;
• Support the implementation of joint work plans between EEHR and counterparts in Korca;
• Represent the EEHR project areas in the absence of EEHR site managers and subject matter area experts in Korca;
• Follow up on planned EEHR activities to ensure progress is made toward set goals in the absence of EEHR staff;
• Maintain open and effective communications with EEHR staff in Korca and EEHR counterparts in Korca;
• Accompany the site managers and international and local short-term experts during visits to Korca and provide updates on progress made and inputs, as appropriate, to current and future activities in Korca.
• Inform EEHR project staff on activity progress, issues, concerns, achievements and lessons learned.

Skills Prerequisites:

• University degree with a minimum of 6 years of experience OR an equivalent combination of education and experience.
• Educational degree (university or lower) in a health related field strongly desired.
• Demonstrated experience in project coordination, operations, or administration strongly desired.
• Experience working with health sector government officials and health care managers, including building productive working relationships.
• Professionally motivated high performer with strong capabilities in:
• Supporting consensus building among various working parties;
• Multitasking and coordinating the activities of multiple parties;
• Creating working schedules and meeting agreed deadlines; and
• Providing operational support to international and local short-term experts.
• Strong professional references.
• Albanian national fluent in English.
