Hospital Finance and Managerial/Cost Accounting Specialist


Project Description:
The Enabling Equitable Health Reforms (EEHR) project is a five-year initiative to increase access to essential health services for the poor by supporting the implementation of health care reforms in Albania. EEHR provides technical assistance and resources to assist key stakeholders in the application of reforms at the national level and helps develop and field-test approaches and tools that support implementation of reforms in selected sites. The project encourages the involvement of all key stakeholders in policymaking and planning, and supports an evidence-based policymaking process.

Background:
EEHR is working with pilot hospitals in Tirana, Lezhe and Korce on the implementation of a set of interventions falling under various health systems strengthening building blocks, one of which is health financing. When implemented together, the interventions will test a holistic model for improving the organization and delivery of hospital services as a key component in improving overall health system performance and expanding access to health care services in the long term. The interventions will prepare pilot hospitals to be autonomous and test increased levels of hospital autonomy in pilot sites. One of the prerequisites to effective hospital autonomy is the capability of hospitals to measure, monitor and control facility and services costs using available data.

The consultant will report to the EEHR Project Chief of Party. The period of performance is from May till September 2012. The required level of effort for this consultancy is 35 days. The location of work includes the cities of Tirana, Lezhe, and Korce.

Objectives:
• Strengthen the capabilities of hospitals to effectively manage budgets and finance as a step toward their eligibility to assume greater management autonomy from the MOH.
• Improve hospital directors and hospital management teams’ capabilities to understand the cost of operations across hospital departments/services and use costing and managerial accounting information as a guide for effective and evidence-based decision making.
• Design a methodology for costing/cost accounting of hospital operations to be implemented at pilot hospitals.
• Provide training to hospital management teams on the application of the managerial accounting methodology.
• Coordinate cost accounting activities with HII's planned development of hospital provider payment system and EEHR development of hospital information systems.


Skills Prerequisites:
• Master degree in accounting, finance, economics, information systems, or related field;
• Experience in designing and implementing managerial accounting methods in hospitals , including in post-socialist health system settings;
• Capability for designing computer based programs and tools enabling the practical implementation of managerial accounting methods in support of hospital management;
• Familiarity with design and implementation of hospital provider payment systems, including case-based and diagnostic related groups (DRG) systems, and linking managerial accounting data to payment system design;
• Minimum of 10 years of experience, with experience in the former Soviet Union and Eastern Europe strongly preferred;
• Experience with designing and delivering training programs in managerial accounting;
• Experience with design and implementation of health information systems;
• Fluency in English required.
