Local Manager for Engaging and Communicating with Non-State Actors

The USAID-funded Enabling Equitable Health Reforms (EEHR) project, which started in 2010, is an initiative to increase access to essential health services for the poor by supporting the implementation of health care reforms in Albania. EEHR provides technical assistance and resources to assist key stakeholders in the application of reforms at the national level and helps develop and field-test approaches and tools that support implementation of reforms in selected hospitals. The project encourages the involvement of all key stakeholders in policymaking and planning, and supports an evidence-based policymaking process. EEHR is implemented by Abt Associates.

Job Responsibilities

Abt Associates is seeking a Manager for Engaging and Communicating with Non-State Actors (Manager) to manage and coordinate EEHR project activities, including the provision of technical assistance and operational support to one of three project implementation strategies. The Manager will be responsible for the effective advance of project activities that aim to improve the participation of NGOs, medical professional associations, consumer advocacy groups and consumers, and other non-state actors in the continuous improvement of the health system of Albania. The consultant will work in close collaboration with project counterparts and other EEHR staff members and consultants to leverage EEHR resources and enhance expected value of project initiatives. Specific activities under this project strategy will be further defined by an international expert and the Manager, and may include: interventions to strengthen the capabilities of non-state actors including consumers to advocate for and participate in dialogue with other health care stakeholders regarding improving the responsiveness of pilot hospitals to community needs; implementation of communication efforts in raising public awareness and communication thorough various methods (including but not limited to media and social networking sites); development of media and other communication content including for publication/broadcasting on issues of health care, health reform, and other activities.

The Manager will be a full-time position based in Tirana, managing and coordinating project activities required to implement the project strategy in Tirana, Korca, and Lezha. Candidates should be able and willing to travel to the regions up to 40% of the time. The Manager will report to the project’s Chief of Party (Director).

Skills Prerequisites:

• Master degree in behavior change and communication or similar field with a minimum of 6 years of experience OR an equivalent combination of education and experience;
• Demonstrated experience in communicating to the general public directly and through a variety of communication means and media, including the Internet and social networking sites;
• Experience in implementing special events and programs to generate public interest and public recognition for targeted initiatives;
• Experience in developing public awareness plans and conducting and moderating public events on hot social topics;
• Experience in working with media representatives, administrators, journalists;
• Ability in synthetizing and analyzing complex information and converting it into a format that is accessible and comprehensible for non-technical audiences;
• Experience in working with non-state actors;
• Professionally motivated high performer with strong capabilities in:
• Self-managing his/her own responsibilities;
• Multitasking and coordinating the activities of multiple parties;
• Working under intense pressure;
• Team working.
• Strong professional references;
• Excellent oral and written communication skills;
• Albanian national fluent in English;
• Experience and knowledge of the health sector, and health care issues is strongly preferred although not required.
