TERMS OF REFERENCE
SEA-R SEE Programme Project: SUSTAINABLE ENERGY IN THE ADRIATIC REGIONS
External Expertise: Building energy analyses in Tirana - Albania
Chamber of Commerce and Industry of Tirana (CCIT) request External Expertise for the following task:

1. INTRODUCTION
The Chamber of Commerce and Industry of Tirana (CCIT) is an IPA Partner in the SEE Programme Project 1st Call: SEA-R - Sustainable Energy in the Adriatic Regions.
The socio-economic development of the territories involved in SEA-R implies an increasing energy demand. At the same time these regions must adopt more environmentally-friendly energy models due to increasing oil prices, global warming, high-consuming patterns of transport, industrial and tourism development, outmoded heating systems. SEA-R identifies three main “sources” from which sustainable energies for Adriatic can derive; SUN; SEA; KNOWLEDGE. Sun and Sea are distinguishing characteristics of the region, which can be effectively and better exploited for friendly energies; Knowledge is a strategic “fuel” for their diffusion, as it provides operators and users with BAT (Best Available Technologies) options to foster investments. The general objective is the promotion of investment-oriented knowledge on sustainable and competitive energy patterns (in terms both of energy saving and renewable sources) in the Adriatic regions.
SUN ENERGY: Adriatic region has at its disposal a strategic natural source for renewable energy, the sun. Despite that, diffusion of solar energy (thermal and photovoltaic) is quite limited, with differences among territories. The project aims at creating instruments and tools to map the buildings whose characteristics are consistent with the possibility to implement solar energy. The action will start with energy saving measures (following the principle “first do not dissipate”); then, it will put in place instruments and pilot applications on photovoltaic. SEA ENERGY: Sea is a great economical resource for Adriatic, but it can also be a source of negative impacts.

2. OBJECTIVES
The general objective is the promotion of investment-oriented knowledge on sustainable and competitive energy patterns (in terms of energy saving and renewable sources) in the Adriatic regions. The project aims at creating instruments and tools to map the buildings whose characteristics are consistent with the possibility to implement solar energy. The action will start with energy saving measures (following the principle “first do not dissipate”); then, it will put in place instruments/procedures (technical and administrative) as well as pilot applications on photovoltaics.
3. SPECIFIC OBJECTIVES
• The main goal of this action is the development of energy solutions (with a special focus on photovoltaic) in the urban area, not considered as isolated actions but closely related to the town planning.
• The action will implement a standard and up-to-date map and analysis about private/public buildings (diagnosis), where essential energetic and technical performances information to understand energy optimization (saving and renewable energy-photovoltaic) will be collected.
• An electronic database will be realized with data collected.

In Annex 1 is given the Template form for the Analysis of Buildings.

4. SCOPE OF WORK
In order to meet the objectives above, the CCIT wishes to engage an experienced consultant / expert (the Consultant) to perform the following specific tasks:
1. Identification of structural features of ten Buildings in Tirana (Template Form):
o Features of the shutters
o Features of the internal lightening system
o Technical data about the thermal energy
o Thermal energy demand
o Technical data about the electric energy
o Electric energy demand
2. Realization of an electronic database with data collected;
3. Evaluation of energy saving solutions for those mapped buildings needing to adopt energy saving measures;
4. Identification of legal/technical/administrative procedures suitable for the different partner areas, which can usefully satisfy all regulatory requirements for PV instalments.


5. ASSIGNMENT SCHEDULE AND REPORTING REQUIREMENTS
Unless otherwise agreed, the Consultant shall produce in the due course of the assignment the following reports:
Inception report: Within 1st week of commencement of the assignment, the Consultant shall present to the CCIT an inception report presenting its initial findings, with an emphasis on findings having an impact on time schedule and factors affecting the Terms of Reference of the assignment. The CCIT will provide comments on the inception report to the Consultant.
Interim Report: Within 3 weeks of commencement of the assignment, the Consultant will prepare an Interim Report.
Draft final report: Within 6 weeks from the start of the assignment, the Consultant shall submit to the CCIT a draft final report covering in detail all points specified in Section 3 Scope of Work.
Within 8 weeks of the Start Date the Consultant shall submit the final report where all the comments will be elaborated.
Distribution of the reports:
All reports shall be submitted to the Chamber of Commerce and Industry of Tirana in 2 copies in Albanian language and 2 copies in English Language, both versions in hard copy and electronic-readable format (Word for text, pictures in JPEG. Additionally, all documents shall be created in PDF).

6. IMPLEMENTATION ARRANGEMENTS AND DELIVERABLES
The Consultant will report to CCIT (the Executing Agency for the Contract) on all aspects of the assignment.

7. Budget
It is envisaged that the budget for this task will be EUR 7,800.00. After the selection of the offers by their technical evaluation, the minimum financial offer will be awarded.
