TERMS OF REFERENCE
SEA-R SEE Programme Project: SUSTAINABLE ENERGY IN THE ADRIATIC REGIONS
WP-3 e WP-4 Sea-Energy
External Expertise: Analysis of Macro-Algae (seaweeds) in Albania
Chamber of Commerce and Industry of Tirana (CCIT) request External Expertise for the following task:

1. INTRODUCTION
The Chamber of Commerce and Industry of Tirana (CCIT) is an IPA Partner in the SEE Programme Project 1st Call: SEA-R - Sustainable Energy in the Adriatic Regions.
The socio-economic development of the territories involved in SEA-R implies an increasing energy demand. At the same time these regions must adopt more environmentally-friendly energy models due to increasing oil prices, global warming, high-consuming patterns of transport, industrial and tourism development, outmoded heating systems. SEA-R identifies three main “sources” from which sustainable energies for Adriatic can derive; SUN; SEA; KNOWLEDGE. Sun and Sea are distinguishing characteristics of the region, which can be effectively and better exploited for friendly energies;
SEA ENERGY: Sea is a great economical resource for Adriatic, but it can also be a source of negative impacts. Seaweeds proliferation, for instance, affects coastal zones of highly tourist sites of Italian and Western Balkan countries (e.g. Albania and Ferrara), causing a problem which is difficult and expensive to manage: this problem could be turned into an opportunity for biogas producing. The objective is to analyze the feasibility to economically valorise this waste material within an environmental perspective. The possibilities to produce bio-gas from seaweeds will be tested in a pilot plant to be established in Ferrara, and hence addressed in an industrial business plan.

2. OBJECTIVES
The general objective is to analyze the feasibility to economically valorize this waste material –Macro-Algae within an environmental perspective, producing bio-gas from processing seaweeds.

3. SPECIFIC OBJECTIVES
• Identifying the macro-algae (seaweeds) species in the Albanian coasts and lagoons
• Analyzing the most prevalent macro-algaes (seaweeds) species of Albania
• Transferring and testing the samples of macro-algae (seaweeds) biomass collected in the Albanian coasts and lagoons in a pilot plant to be established in Ferrara – Goro (Italy),
• Addressing the testing results in a common industrial business plan.

In Annex 1 are given the Methods for the characterization of macro-algal (seaweeds) elemental and molecular composition.

4. SCOPE OF WORK
In order to meet the objectives above, the CCIT wishes to engage an experienced consultant / expert (the Consultant) to perform the following specific tasks:
1. Overview on previous experiences on sea-weeds used as a source to produce biogas;
2. Census of macro-algal species present in Albania and the study of population dynamics of species that represent the bulk of the biomass;
3. Description of literature data concerning chemical, biological and ecological characteristics of the main species present;
4. Identification of a protocol analysis of macro-algae present in the Albanian coast for the purpose of testing;
5. Chemical characterization of the dominant macro-algae with attention to significant features for the next phases of research (nutritional characteristics, elemental composition, mineral and organic anion structure) as per identified protocol;
6. Technical opportunities and constraints, economical aspects, logistics and organisational proposals.

7. ASSIGNMENT SCHEDULE AND REPORTING REQUIREMENTS
Unless otherwise agreed, the Consultant shall produce in the due course of the assignment the following reports:
Inception report: Within two weeks of commencement of the assignment, the Consultant shall present to the CCIT an inception report presenting its initial findings, with an emphasis on findings having an impact on time schedule and factors affecting the Terms of Reference of the assignment. The CCIT will provide comments on the inception report to the Consultant.
Interim Report: Within 4 weeks of commencement of the assignment, the Consultant will prepare an Interim Report.
Draft final report: Within 6 weeks from the start of the assignment, the Consultant shall submit to the CCIT a draft final report covering in detail all points specified in Section 3 Scope of Work.
Within 8 weeks of the Start Date the Consultant shall submit the final report where all the comments will be elaborated.
Distribution of the reports:
All reports shall be submitted to the Chamber of Commerce and Industry of Tirana in 2 copies in Albanian language and 2 copies in English Language, both versions in hard copy and electronic-readable format (Word for text, pictures in JPEG. Additionally, all documents shall be created in PDF).

8. IMPLEMENTATION ARRANGEMENTS AND DELIVERABLES
The Consultant will report to CCIT (the Executing Agency for the Contract) on all aspects of the assignment.

9. Budget
It is envisaged that the budget for this task will be EUR 7,800.00. After the selection of the offers by their technical evaluation, the minimum financial offer will be awarded.
