MERCATOR-A is looking for Head of Human Resources Department in its Head Office, Tirana.

HEAD OF HUMAN RESOURCES DEPARTMENT

Responsibilities:


Organizes and coordinates work of a department in accordance with legislation, company's regulations, orders and instructions of superiors;
switches HR strategy of GM into concrete plans, procedures and activities of a company;
monitors and studies provisions and technical literature from the area of labour law, obligatory social security and salaries and makes sure that the provisions are being implemented in the company;
participates in preparation of company’s individual acts from the area of labour relations and prepares acts which refer to incentives and disincentives of employees, system of rewarding and motivation;
prepares instructions, orders and notifications from the area of labour law and connected areas and introduces them to the company’s management, managers of organizational units and employees and coordinates their implementing;
announces company’s needs in the area of personnel affairs, manages the selection procedure and conducts administration-operative tasks while employing new associates;
prepares description of jobs with active participation of organizational units managers;
prepares and takes care of personnel documentation and employees records;
proposes personnel changes in order to use the human resources in the most quality way;
participates in the procedure which is being implemented regarding the breach of working duties or workplace abuse;
performs the control of procedure implementation and submission of documentation to company’s business units which must be in a store in case of inspection control and which refers to the area of labour law, compulsory social security, salaries, salaries compensation and other related areas;
prepares necessary reports from the area of labour relations and related areas;
prepares plans for employing and training of associates;
implements projects from the area of personnel development;
organizes education, trainings and qualification of employees;
conducts the training from the area of his competence;
organizes procedure of measuring of employees satisfaction and conducting of annual interviews with all associates in the system;
organizes different activities in order to improve satisfaction and motivation of employees;
proposes plans for a department budget and controls its implementation;
consolidates presence lists of employees from business units, controls them and sends them to payroll account department;
controls data during the payroll account;
makes sure that the salaries are being calculated in due time and in a legal way, as well as other incomes and takes care of archiving of complete documentation for payroll account;
Makes sure that the code of ethics for employees in a company is being implemented;
Performs other tasks by the order of superiors and company’s management.









Personal Requirements:

Education: bachelor degree in Finance, Business Administration, or other related field;
Previous experience:
- over 4 years of previous relevant experience as a head of department;
- Very good knowledge and understanding of the Human Resources and public relations functions as well as the Albanian market;
- previous experience in preparing reports and analysis related to the Human Resources area;
Languages: fluent written and spoken English & Albanian language, other languages are an advantage;
Computer skills: very good knowledge of Microsoft Office package, ability in preparing reports & presentations;
Driving License: category B;
